Question: What tools do employers have to help prevent their employees from
organizing into unions and what if anything can workers and their unions do to counter

Since 2020, public sector employment has been on the rise, exceeding pre-pandemic
levels for the <rst time in 2023. The union membership rate of government employees
continues to be far greater than that of other workers: last year, 32.5 percent of public
sector workers were in a union as opposed to 6.0 percent of those in the private sector.
However, the addition of new jobs coincides with dropping public sector union density
    over the past decade.

Although many government employees already have access to unconventional bene<ts
such as student loan forgiveness and Hexible work schedules (along with generous
health insurance and retirement plans), unionized government workers experience
better pay and bene<ts than their nonunion counterparts. Pandemic-era funding
sources are coming to an end, and though much of this funding was used for one-time
expenditures, state and local governments especially will be operating on tighter
budgets than in previous years. Developing stronger unions in the public sector will be
a key step in preventing layoNs and protecting the security oNered by jobs in public
    service.

Over 23 million people were employed by federal, state, and local governments by the
end of 2023, surpassing 22.9 million in February of 2020 and accounting for nearly 15
percent of U.S. employment. Although growth in most sectors has slowed,
employment increased in the public sector in 2023 by a greater amount than in 2022
(709,000 jobs added compared to 299,000). Job gains were led by local governments,
which added 351,000 jobs last year. Preliminary numbers for August 2024 indicate that
the public sector has added 263,000 people to the payroll this year so far, totaling 23.3
    million.

professions have been an important source of economic mobility for Black workers in
particular. Women are also more highly represented in the public versus private sector

About a third of public sector jobs oNer workers added stability and bargaining power

and other groups. Local government jobs including teachers and <re<ghters tend to be
highly unionized with 38.3 percent of these workers represented by a union in 2023.

While public sector hiring is on an upward trend, the share of workers covered by a
union has been declining at all government levels. Unionization rates for all
government workers decreased by 3.2 percent from 2014 to 2023. Certain barriers to
unionization include state “right-to-work” laws and challenges independent
contractors face in joining bargaining units. Along with solid bene<ts already oNered
by government employment, union membership provides workers with tangible
    advantages.

Public service unions have been instrumental in helping workers secure better wages
and fringe bene<ts. On average, public sector employees who are a member or at least
covered by a union earned 18 percent more than those who were not union members
(according to 2017-2022 data). A larger proportion of union members were part of a
pension plan, with 71.1 percent of unionized or covered public employees having
access to a plan as opposed to just over half of those without a union in 2022. In
general, government employers pay a higher percent of health insurance costs than
private sector employers. Public sector employees with a union are also more likely to
have health insurance premiums paid for in full: 20.8 percent compared to 17.6 percent
    for nonunion employees in 2022.

Employees in public service are more likely to enjoy the bene<ts and protection of a
union than those in other sectors. More can be done to support the worker power of
federal, state, and local government employees who help build our roads and bridges,
distribute <nancial assistance, deliver our mail, and teach our children. Government
employees are excluded from the National Labor Relations Act, allowing states to
enact laws that prohibit members of the public sector from going on strike. Policy
changes at the federal, state, and local levels can help make it easier for these workers
to unionize and advocate for improved conditions.

State and local policymakers can pass reforms to allow all public sector employees to
unionize, not just those in certain professions like law enforcement. Statutes
preventing unionization such as “right-to-work” laws should be repealed. Direct-
bene<t pension coverage, a hallmark of public employment, must also be protected
and expanded. Employers could also collaborate with unions to develop training and
informational materials on existing bene<ts with the goal of increasing bene<t uptake.
Policymakers must also guarantee that any jobs created through government spending
should abide by standards such as prevailing wage laws and project labor agreements.

Declining union membership among public sector workers is a threat to the middle
class prosperity oNered by government employment. With budgets downsizing, union
protections will be crucial in preserving job stability, retention, fair wages, and
substantial bene<ts, while granting workers a voice on the job.

Question: What tools do employers have to help prevent their employees from
organizing into unions and what if anything can workers and their unions do to counter
    these employer efforts.

Preliminary numbers for August 2024 indicate that
the public sector has added 263,000 people to the payroll this year so far, totaling 23.3
    million.

As hiring cooled in other areas, government sectors may have been able to hire more

Preliminary numbers for August 2024 indicate that
the public sector has added 263,000 people to the payroll this year so far, totaling 23.3
    million.

As hiring cooled in other areas, government sectors may have been able to hire more

professions have been an important source of economic mobility for Black workers in

    **Due: 10/16/2025 at 11:20**

**Length and Formatting:** 4-5 pages, typed, double-spaced, with a left-justified margin, and black 12-point Times New Roman font, utilizing APA style.

**Assignment**: Submit a completed version of your paper following the containments of the essay’s instructions to the provided corresponding discussion forum within our course.

**What is a Rough Draft:** A rough draft is a version of your essay that is raw and unpolished, containing the main ideas put together in a coherent way. A rough draft is about making sure your ideas are present and laid out clearly (remove holes from your writing).

**Purpose:** Writing a rough draft is an essential part of the writing process and is an opportunity to write your first ideas and thoughts on paper. The sole purpose of a rough draft is to give you a place to start to formally put together your ideas from your mind map and sentence outline. Additionally, writing a rough draft lets you gauge if you need to do more research or change the purpose of the writing. What do I need to write a rough draft?

**Constraints:** Read and Review the essay instructions and make sure you are meeting the minimum requirements.

**Submission:** To submit the complete rough draft for MWP #2, you will need to open the provided discussion forum located within this week’s module, click on start a new thread, select file, and upload.

    **## MWP2SentanceOutlineInstructions.docx**

    **MWP #2**

    **Sentence Outline Instructions**

**Purpose:** A full sentence outline helps you express the specific and complete ideas for each section of the paper.
**Make sure** to include your image with your sentence outline submission.

**Assignment:** Use the sentence outline worksheet (I have provided) and the essay assignment instructions.
**Note:** The goal of the sentences outline is to focus on the development of your paragraphs by following the elements below.

Remember you are to select a visual representation (e.g., poster, pamphlet, billboard, sculpture) of the culture or ethnic group that you wrote about for Paper #1. Analyze how that representation is achieving or not achieving its creators’ desired effect. The point here is not to evaluate the representation, but to walk your readers through the specifics of how that representation is working, or attempting to work, on a group of viewers.

Please limit your focus to 3 key strategies (lines, color, size, or shape just to name a few) that the creators of the representation use; these strategies should come from our textbook reading. Make sure to include the selected image for your essay.

**Introduction:** In an essay an introduction is a beginning section which states the purpose and goals of the following writing. The introduction typically describes the scope (overreaching topic) of the document and gives background information. Note: That your introduction should not state your thesis or conclusion in any way.

**Thesis:** Offers a clear summary of the main points/claims in the essay. The thesis should be expressed in one or two sentences. The thesis statement should not repeat your introduction in any way or contain background information. The thesis needs to contain your overreaching topic and then your key terms. The key terms should be listed in the order of logical, chronological, or order of importance’s.

**Topic Sentences:** Remember your key terms should follow some kind of order, the same order presented in your thesis (chronological, logical, or importance). The topic sentence should summarize the main idea of a paragraph. The topic sentence is known as a focus sentence, which works to both encapsulate and organize an entire paragraph.

**Evidence:** There are two different forms of evidence: inartistic’ and artistic proofs. Inartistic' proofs are proofs which are not supplied by the writer's efforts, but existed beforehand, such as witnesses. Whereas, Artistic' proofs are those poofs that are discovered through rhetorical invention. Meaning personal experiences, or beliefs that the writer invents. For this assignment you should be utilizing inartistic proofs. I caution you,
    **do not** use google.

**Analysis**: Should be a detailed examination of your topic and the evidence provided. The elements, and structure that surround the topic and evidence should be broken down in this section. This is where it is important to move beyond the surface. Here ask yourself questions that are not apparent, work on shifting your thinking from general to specific. Why, What, Who, and How questions work for this section. Meaning ask yourself these questions, not your reader, and then examine how the answers to those questions give merit to the evidence, the general populations knowledge, or feeds into the mass concepts that surround the proofs you provided.

**Transition Sentences:** Should help to build "bridges" that "carry a reader from section to section. This is a time that the order of the key terms is important (chronological, logical, or order of importance). Here you should highlight why the current term (topic) propagates or supports the next term/ topic. The transition sentence is just that, a sentence not a paragraph. Meaning you should not be explaining the next topic here, just introducing the connection to the next topic in one or two sentences. Closing one door, in order to open another door, if you will. I have included transitional phrasing to help you in this process. Please navigator to transitional phasing for help with transitional phrases wording:

**(You will repeat this process for all key terms provided in the essay.)**

**Transition to Conclusion:** Should be comprise of one sentence that lets me as a reader know that the essay is almost to a close. Meaning the sentence should build a bridge to the next phase of your essay.

**Conclusion topic sentence:** Should highlight the general topic or argument. For example: Overall, the African American culture should not be thought of as one large group.

**Note:** In order to complete the remainder of your conclusion answer the questions listed on the sentences outline.

**Research:** You should be using your knowledge for this essay.
**DO NOT use google** to gain information. If you need to further your knowledge you can obtain 2 additional Scholarly journals/ articles from the following approved search engines; Jstor, and library Data base. I have provided you with these links within the menu tab of our course forum. Make sure to keep notes of your research for both in text citations and a work cited page.

**Constraints:** Word Document, Black 12-point font, single spaced, Time New Roman.

**Conclusion topic sentence:** Should highlight the general topic or argument. For example: Overall, the African American culture should not be thought of as one large group.

**Note:** In order to complete the remainder of your conclusion answer the questions listed on the sentences outline.
